This is a headquarters position based in Tallahassee that can telework from any location near Sunrise, FL with the approval of Division and Agency Leadership.

This person on this position will work in or near Sunrise, FL as a Government Operations Consultant I.

Minimum Requirements:

This position requires a Bachelor's degree and three years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, contract management or administrative work. A Master's degree can substitute for one year of the required experience. Professional or non-professional experience as described above can substitute on a year-for-year basis for the required college education.

Job Description:

The incumbent in this position must be productive under tight time limits, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. The employee must interact courteously with others. The employee's performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Attendance is an essential function of this position. This position reports to the Senior Management Analyst Supervisor in the Field & Provider Relations Unit (FLPR) of the DVR Bureau of Vendor and Contracted Services.

This is a highly responsible professional position requiring the incumbent to work independently in collaboration with VR headquarters, local field area offices, and with employment services providers. Duties and responsibilities include, but are not limited to the following:

* Provider orientation activities, such as:
* Conducting an initial meeting with new providers, to asses training needs and provide technical assistance; and
* Facilitating communications between the provider and VR Field Staff, and provider manager, as appropriate.
* Consultation duties and responsibilities, such as:
* Providing ongoing technical assistance and consultation regarding provider services;
* Capacity building for new providers, including leading and participating in provider recruitment activities;
* Consulting with the provider manager on monitoring activities; and
* Attending Area leadership meetings, as directed by supervisor.
* Provider support and general administration, such as;
* Reviewing outstanding NOAs and MPRs monthly;
* Working with the Provider managers to resolve issues and complaints;
* Completing monthly reports and submitting to supervisor, by established deadlines; and
* Conducting provider meetings, as necessary.
* Preparing and conducting training/presentations as assigned; and
* Performing research, preparing reports, and presenting to management, as appropriate.


* Demonstrates knowledge of statutes, rules, regulations, policies, and procedures related to Employment Services, Supported Employment and Pre-ETS services.
* Responds to inquiries on technical assistance concerning Employment Services, Supported Employment and Pre-ETS services.
* Oversees the Employment Services, Supported Employment and Pre-ETS services process to determine the training needs of Area Staff and Employment Services Providers and develop training as needed.
* Collaborates with the Area Director to ensure staff's compliance to policy and procedures. Serves as a liaison with Provider Manager, Area Staff and Employment Services, Supported Employment and Pre-ETS services providers to resolve issues and to ensure a positive relationship with all.
* Contributing to the Division's Trending Tuesday's publication for providers when systemic Provider issues are identified.
* Duties and responsibilities include participating in training/presentations as requested/required by the VR Area Director. Assists Area Director with responding to customer and/or Provider complaints/correspondence as appropriate.
* Develops and monitors compliance with DVR, Federal/State policies, and procedures for the administration of the Division of Vocational Rehabilitation program.
* Plans and conducts studies of problems and procedures.
* Gathers and organizes information on problems or procedures.
* Analyzes data gathered and develops solutions or alternative methods of proceeding.
* Analyzes financial information.
* Interprets laws, rules, policies and/or regulations.


* Has an understanding of Employment Services, Supported Employment and Pre-ETS services and monitoring methodologies.
* A working knowledge of Florida Statutes as they pertain to procurement, development of work products and monitoring.
* Data collection and analysis methodologies.
* Basic management principles and practices.
* The skills to develop recommendations, document workflow and other activities relating to the improvement of management practices.
* Project management and organizational skills.
* Report writing and presentation skills.
* Problem solving and research experience and skills.
* Ability to communicate verbally and in writing and establish and maintain effective working relationships with others.
* Information contained in responses to Qualifying Questions concerning education, experience, knowledge, skills and/or abilities must also be disclosed on the State of Florida Employment Application.*

Background Screening Requirement:

It is the policy of the Florida Department of Education that applicants for employment undergo level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer. All applicants for employment or volunteers selected for an interview will be given the Consent to Background Screening form for level 2 screening, the Affidavit of Good Moral Character, and the Notice of Rights.
